The SLM was conceived in 2006 by former Punjab’s chief minister, Chaudhry Pervaiz Elahi, and its foundation stone was laid in 2007 by former Pakistani president, General Pervez Musharraf, but no actual work was done. According to the original plan, the SLM would have been opened to the public in 2010 but due to non-availability of funds the Punjab government shelved the scheme. Pakistan’s former Prime Minister, Nawaz Sharif, reordered the SLM construction.

The National Highway Authority (NHA) has only two shortlisted firms— Frontier Works Organization (FWO) and a foreign company to conduct this mission. This road would uplift the city of Sialkot and the rural hinterlands around it. Sialkot Motorway is the first section of theM-11 that passes from Lahore to Islamabad parallel to M-2.
